Roles & Responsibilities of a Junior HSE Officer
- Be competent, experienced & familiar with current EHS legislation & best practice, relevant to STS activities and areas of operation.
- Advise and assist all personnel on the project with the implementation of the EHS Program and compliance with the relevant EHS legislation.
- Collaborate with the HSE Lead & Project Manager in the production, review and implementation of the Project EHS Plan and associated documents.
- Liaise, where appropriate, with the project subcontractors, suppliers, client, enforcement agencies and other relevant parties.
- Assist the HSE Lead in the investigation of accidents, incident, near misses and dangerous occurrences and in the production of reports detailing causes, conclusions and recommendations to prevent a reoccurrence.
- Take minutes or assist where applicable project EHS meetings and safety workshops.
- Assist in the assessment of the EHS training needs of STS personnel & temporary workers on the project and advise the Project Manager accordingly.
- Help organise and / or conduct EHS training for project personnel, including inductions and toolbox talks.
- Assist the site team in ensuring that applicable method statements and risk assessments are briefed to the workforce and signed off.
- Carry out project EHS inspections and audits in accordance with the SMS and assigned by Project Management.
- Collate EHS statistical information for the purposes of generating data analysis and monitoring KPIs. Report KPIs in a timely manner.
- Carry out weekly statutory inspections of plant, tools, equipment and safety equipment where necessary.
- Monitor the EHS performance of STS subcontractors, suppliers and partners etc. and make appropriate recommendations for performance improvement to the Project Manager.
- Implement and promote EHS performance improvements & a culture of incident & injury free. Assist with the development, regular review and update of the EHS System.
- Adherence to relevant Environmental, Health & Safety statutory provisions & legislation for the country and region you are responsible for.
- Ensuring that the permit to work system is functioning & being adhered to.
- Ensure that the Electrical safety programme is implemented and monitored.
- Good Safety Practices are managed & maintained.
- Safety interventions are completed & registered. Promotion of the SOR (safety observation reporting) programme.
- Adopt a Proactive approach to project EHS requirements. Promote the STS Mission Zero Safety Programme at all times.
- Project PPE is resourced & available. And PPE issue records are maintained.
- Ensuring that the site safety information boards are set up and maintained with current information.
- Welfare & Hygiene facilities are in place, managed & maintained.
- Waste reduction and recycling programmes are maintained in line with project policies & procedures.
- Management & Monitoring of the COVID-19 site plan including covid-19 testing where required
required skills / qualifications
- Relevant third level Certificate qualification in Environmental, Health & Safety (HETAC Level 6 or Equivalent)
- Thorough knowledge of current environmental, health and safety legislation
- Flexibility in working patterns where necessary
- Ability to efficiently manage all environmental, health and safety issues on site
- Strong communication & computer skills
- Ability to work on own initiative and possess strong interpersonal and communications skills
- Previous site experience.
